MIKADO PETITIONED

INTERCEPTED IN STREET. Tokio, March 20. An attempt to present a petition direct to the Emperor was made today, when his Imperial Majesty was motoring through a street. A gendarme intercepted the petitioner, who broke through the police lines, and ran across the path of the motor. The petition urged Imperial intervention in the strike at the Noda Soy brewery, which has already lasted six months, an unprecedented period for a strike in Japan. The petition said:—‘‘We ask you to show sympathy with the starving children of the Noda strikers ,whose suffering is due to the heartlessness of the Government authorities.” This is the fourth attempt made in recent months directly to petition the Emperor, a proceeding unheard cf in Japan five years ago.
