The ''Athletic News” says the International Board’s decision not to send a team to New Zealand suggests it will always be impossible to raise a team to tour the Dominions. Then are we to expect that New Zealanders will not send a team here until the last visit is repaid, or is the solution of the difficulty England’s accept ance of responsibility. It recalls the declaration of the Baxter, ex-pres-ident of the English Union, that ■‘The Dominions must have some say in Rugby government.” (A. and N. Z.)
