My aim is to get for every settler in the Puketapu Riding a metalled toad to his home. 2. 1 have succeeded in getting during my term of office more “back block” roads metalled than any ot my predecessors. 3. A good start was made dining the past year with the metalling of the Waihau and Dartmoor Roads, and it is my intention to keep the good work going with Government assistance until completed. 4. New metalling was also done on the Rissington Soldier Settlement Road, and work has been authorised on the Sea-field-Wharerangi Road. 5. The new Dartmoor Bridge is b lilt and practically paid lor. 6. I have delated building the Rissington Bridge until the Highways Board included the bridge in the Main Highway. This has now been done and the delay has saved the Puketapu ratepayers £l5OO. Plans are to be prepared shortly for a steel bridge to be b.lilt beyond the reach of floods. 7. The Riding suffered very much by the late flood, but the matter was put urgently before the Government and substantial assistance was given* The flood damage has now been made good, and the Riding has a good cd’dit balance to its account. 8. r lhrough a new sawmill being built at Puketitiri and the past year having been a dry one, a large amount was received in timber tax There are three county metal trucks working on this road, and with weather the Patcka-Puketitiri Road will be in good order. 9. I am in hearty accoid with the County Chairman in his efforts to secure from the motorists and those using the roads a fair share of motor taxation. Is it fair that the Waihau settlers, whose Main road access for 40 years was down the bed of a dangerous river, should be taxed to make a hard-surfaced road from Napier to Wellington and Napier to Gisborne to run side by side with the railway? 10. The farmers, through their representatives, must assert themselves more and more in seeing that they are not taxed beyond their power to pay to provide hard-surfaced Main Roads for motorists, and Hospitals for the people who crowd into the cities rather than work in the country. Should the larmers’ money build elaborate hospitals in the towns and then have roads like at Wai han and Puketitiri, where a sick person in the winter time could not get to the hospital? 11. h successful at the Poll on the 12th 1 shall renew my efforts to see that the affairs ot the County aie run on business lines, that Local Bodies must spend their money as carefully as private persons would, and that Harbour Boards, Hospitals and Power Boards shall not rate the farmer till he has no money to develop his farm and provide himself with . proper road success.
