NEGOTIATIONS IMPENDING. CHAMBERLALN’S HOLIDAY. London, Dec. 23. The Premier, Mr. Baldwin, met the Turkish Ambassador in conference, it is unlikely formal negotiations will be opened until Sir Austen Chamberlain’s return.—(2). and N.Z.) AN INTERVIEW PROBABLE. San Remo, Dec. 22. Though Sir Austen Chamberlain insists that he is merely on holiday, the newspapers assert that he will have interviews at Rapallo with a number of foreign politicians, including a Turkish representative.—(A. and N.Z.) RUSSO-TURKISH AGREEMENT. NEUTRALITY IN WAR. London, Dee. 22. The “Morning Post’s” Constantinople correspondent states that Rushdy Bey and Tchitcherin signed a three years ’treaty, which is regarded as a reply to the League. It provides for neutrality in the event of military action by any Power or Powers against Turkey or Russia. It also pledges each party not to conclude political or economic agreements detrimental to the other.—(A. and N.Z.) THREE PROTOCOLS. MATTERS AGREED UPON. (Received 24. 10.10 a.m.) Moscow, Dos. 23. The Turco-Soviet agreement becomes valid, on ratification, for three years. The three protocols lay down :— (1) That each nation reserves full freedom of action in relation to other powers outside the limits and obligations stipulated by the present agreement. (2) Sets forth the political nature of the union or agreement aforementioned and comprises the financial and economic agreements between any countries directed against either signatory. (3) Lays down that the parties agree to arrange parleys to fix +he method of arranging possible mutual differences not adjustable diplomatically.—(Router.)
