Loggerheads Again
The Soviet Chiefs DISCORD AT CONGRESS. PARTY LEADERS AT VARIANCE. By Cable—Press Association—Copyright.j (Received 24, 10.10 a.m.) London, Dec. 23. “The Times’s” Riga correspondent says that the Soviet chiefs are again at loggerheads. The progress of the Communist Congress, now being held at Moscow, revealed serious disagreements, not only among the Leningrad and Moscow Communists, but also among the party leaders. Zinovieff and Kameneff a.re reported to have opposed the majority’s general policy, but, although the differences arising are believed to be of the deepest, it is declared that party discipline is still strong enough to prevent an immediate split.—(Times.)
