HASTINGS BOROUGH COUNCIL.

The Council met lasti Inight, the Mayor (Mr. G. A. Maddison) presiding. Crs M. Cohr, A. ,1. Kirkham, F. A. Garry, F. W. Cook. S. J. McKee, A. Garnett. R. E. Hay. J- Simmons, and N. H. Beatson. were also present. CORRESPONDENCE. New Zealand Society Civil Engineers asked that facilities bo given their engineers to attend the annual meeting in Dunedin next February. The Mayor spoke in favour of facilitating the attendance of the heads of departments at these conferences. Cr. Garry agreed, but thought the conference should have been held in the slack season. The work of the borough was behind. The engineer said that it would be a busy time and ho hardly thought it would be worth the time expended, which would be over a week. A motion was carried to facilitate the attendance of the engineer, if he felt ho could go.

Hawke’s Bay Cricket Association agreed to allow the use of Nelson ground to the Technical High School boys on condition that a master be always present to • see that the match wickets were protected from damage, and that the school pay an affiliation fee of two guineas.—To be informed that the Council objected to the affiliation fee, as they considered the boys should go on freo.Parkvale Progressive Association asked th G Council to consider subsidising £ for £, tho association’s £45. in hand, towards concreting a paddling pool in ‘Beatson’s Park, in which case the association would consider proceeding with the work.—To be subsidised up to £4O. from the £BOOO fund.

Mr. L. W. Fowler wrote suggesting that the Council should nominate a representative on the Fire Board in his place. The Mayor said he was not quite sure of Mr. Fowler’s position in this case. He thought that Mr. Fowler should resign his seat on th© Board. — Decided that it be suggested to Mr. Fowler to send in his resignation when another representative would be appointed by the Council. WORKS COMMITTEE. It was recommended that .a' resolution be passed prohibiting the use oi water for the watering of gardens, either as an ordinary or an extraordinary supply, except between the hours of 6 and 7 o’clock in the evening. Mr. R. The engyieer suggested that in carrying out the formation work oh Railway road, the taxi stand near the Hastings Hotel should be put down in concrete, and Lhe committee recommends that this suggestion be adopted. It was decided that the engineer report on a compound for spraying the streets dealing with heavy traffic, which was claimed! to be less expensive and more satisfactory than the present method. FINANCE COMMITTEE. Accounts amounting to £5,240 15 Id, paid between November 5 and December 10 were approved and accounts amounting to £1,916 7s 2d were passed for payment.—Adopted. •RECOMMENDATIONS. That Mr, Rogers, who had his leg broken in 'a motor collision, on Sunday, December 2, be paid, full salary for two. months, the positioik to be reviewed at the end of that i?eriod. Ii was pointed out that Mr. Rogers’ work was oeing cut up between his fellow workmen, who. were carrying on his work, so that the Council would be put to no expense in paying his wages. The clause was adopted.

Re maximum demand; That the circular issued by the electrical department be amended and added to as fol. lows: —Business presimes, “meaning hotels, and premises under “The Shops and Offices Act,” factories anl billiard rooms, for lighting only,” and add a th© end of this Clause —“Provided application is made by the consumer m writing, and shall take effect only after such application has been made.” The Mayor said the position arose owing io the omission of the word ‘"alternatively” ftfom the circuit 5 issued, ft was no fault of the Council or himself.—’Adopted. Re telegram charges,—A department representative has explained that al> the officials telephones will be listed in their official capacity, and charged fir at residential rates, with the exception of the Dog Tax Collector. The committee recommended that the ranger’s telephone be discontinued tor 6 months. —Adopted. That current tor cooking ranges be supplied at l|d per unit during the months of September, October, November, December, Januaiy. February, March, and April, and at 4d per unit during the months of May. June, July, and August, such current to be regi«terel by separate meter, and a minimum charge of 2s 6d per month be made to cover overhead Charges on the extra mains required.—Adopted. PROPOSED SWIMMING BATHS. The committee recommends that thi matter be referred to the engineer f< r report to the committee with estimates. —Adopted. Cr. Garry’s motion to subsidise moneys raised for public purposes: Th. committee, whilst agreeing with the principle, considers each application should come before the Council and be considered and dealt with on its merits from time to time, and that the Council can nly subsidise special objects as may be of some public benefit — Adopted, That the Mayor and town clerk, in view of the fact that only £4,000 of the £32,000 electricity loan has been arranged; for at present, be authorised to make enquiries for obtaining the balance of the loan. Meantime the electrical engineer has been instructed to furnish certain information.—Adopted.
