DIFFICULTIES OF ENFORCING LAW. AMERICA’S GREAT PROBLEM. Washington, December 4. Mr. Daugherty’s (Atorney-General) annual report states that the liquor smuggling business is the greatest criminal problem the United States has ever faced. Some 150,000 gallons of whisky from Scotland alone were illegally imported into the United States within one period of seven weeks during 1923. The Bahamas sent 1.300.000 gallons- into the United States in the past twelve months. Eighteen vessels of foreign registry ■ rum-running were seized in the last fiscal year. l\Tr.
