Lord Robert Cecfl, P. 0., K. 0.. third son of th© late Lord Salisbury, was born on September 14, 1864. and is therefore in his 60th year. ■ He ,has been Independent Conservative M.P. for the Hitchin Division of Herts since 1912. Educated at Eton and Oxford, he was private secretary to his father from 1886-88, and was called to the Bar (Inner Temple) in 1887. He wag Parliamentary Under-Secretary for Foreign Affairs in 1915 and 1916, Assistant Secretary of State for Foreign Affairs in 1918. and Minister of Blockade from 1916-18 His publications include “Principles of Commercial Law” and “Our National Church.” H© has been th© leading British protagonist of the League of Nations.
