Barthou, chairman of the Reparations Commission, to propose the appointment of a committee to investigate Germany’s resources. The plan outlined, however, indicates that M. Poincare adheres to limitations on the inquiry which lie has already announced. The committee would include the assistant delegates of the Powers represented <m the commission and an expert appointed by each country.
