STATE OF WAR IN SMOLENSK.

Stockholm, Jan. 18. Advices from Russia report that Smolensk is in a state of war.

All troops at Vitebsk and Smolenskhave been sent south-west.

The military have requisitioned all trains, and fortifications are being constructed in the Dvina district.

Reconnoitring detachments of Red troops have advanced towards Braslav, which is occupied by Poles.—(A. and N.Z.)
