GERMAN COMMUNISTS MEET. FOOD RIOTS PROBABLE. The German Communist elements arc coming out strongly in the Congress of Workmen’s Councils, which was opened to-day, says the Berlin correspondent of “The Times.” The congress consists of radical councils elected by each important factory. The chairman attacked the employers and trade union leaders, declaring that it was the duty of the congress “to show’ the hungry and freezing masses the way out of their misery.” it is pointed out that what this means the food riots of Cologne, Dusseldorf, and Dresden have clearly shown. It is expected that the congress will be an incentive to further trouble. A strike has broken out in Berlin among the overhead railway employees, w r ho demand that the rise in wages just granted bo made retrospective from last month. The Gleiwilz Trade Unions Council has declared a. general strike. It is taking special precautions against rioting.
