UNWELCOME OVERSEAS. Geneva, Sept. 19. An attempt to promote extensive emigration of Russian refugees to the Dominions, which Mr. Mark Sheldon defeated unexpectedly, was followed by a similar attempt on behalf of Italians at the finance committee, when a vote aggregating £300,000 annually was under consideration for the international labour bureau.
