Should you do me the honour of electing me, I will endeavour to promote the interests of the residents and ratepayers generally, and particularly in the direction of fully developing the possibilities of.the hydro-electaic scheme recently introduced. In my opinion should this be capably developed, power should bo available for household purposes at a very cheap rate, profitable to both the Town Board and the consumer, and from this source, revenue will ultimately be available to provide better street lighting, permanent good roads, footpaths, treeplanting, and the many improvements which are so necessary if Havelock is to develop its full possibilities as a (residential township. Should you honour me by electing me your representative. J will do all in my power to promote the welfare and progress of the district. It is apparent that much could bo done to improve the roads carrying the principal traffic within the district, forming of footpaths, and at the same time by planting trees and improving the lighting of the roads to make Havelock North one of the most desirable residential localities in New Zealand, and incidentally increase the value of all property. At the same time I feel that this can only be done by fully developing the possibilities of the hydro-electric scheme, so ably promoted by the retiring Board. In this direction I feel sure that electric power was offered to the residents on a sliding scale, many would be induced to use current at a cheap rate for cooking, heating, etc., which would enable us to use the whole current generated at a profit to the Board and also to the ratepayers’ immense saving and convenience. I anticipate that from this source revenue would shortly be available to do the improvements necessary within the Town Board area, and ultimately enable a consderable reduction to be made to the rates. Should you honour me by choosing me as your representative, J will do all in my power to promote thb welfare and progress of the district in the following directions:—By energeti* cally developing the hydro-electric scheme, so ably promoted by this re tiring Board, and while keeping a check on unremunerative expenditure, make use of the power at present unused for the benefit of the residents, at a rate which would encourage its consumption for domestic purposes. 1 consider that if it is developed along business lines, we have one of the finest possible assets in our electric plant, and revenue should shortly bi. available from this source to enable us • to push forward the various improvements which it is evident are required in the Town Board area, without addition, and, possibly, with a reduction, of the present rates. In order that Havelock North may retain its preniiei position as a residential locality, it is essential that energetic efforts should be made by the Board to cooperate with residents in improving the main roads in the district, form footpaths. plant trees, and provide satisfactory lighting of roads, etc. And where this could be done without incurring further, heavy liablities at th'o present time, it would receive my strong support H.
