Refusal by a number of the country’s biggest railways to agree to the settlement plan makes uncertain the effectiveness of separate agreements under which the strikers were to return to work next week. While the names of those companies which agreed to a settlement have not been published, it is understood from thirty to forty lines including the Chicago, North-western Chicago, Milwaukee, and St. Paul, have completed arrangements allowing shop men to return. Labour leaders Imvo been secretly endeavouring to persuade other linos to agree, but the latter declare they have enough new men to maintain the service, and decline to leave the seniority question to any arbitration.—(A and N.Z.) A cable published yesterday stated that the terms of a settlement showed that a coinmission consisting of six representatives of each party would be appointed to adjudicate upon differences arising between the railways and the workers concerning the reinstatement of strikers. Those convicted ,of violence would be taken back and all lawsuits pending by both parties would be dropped. No intimidation or oppression against any worker would be practised by either party. The returning workers would assume the positions held before striking. The seniority question was left for future adjustment, and the wage increase was not granted.
