While Germany is protesting poverty fo the Reparations Commission the Prussian Government’s grandiose schemes for the reconstruction of Upper Silesia furnish interesting commentary*. The Prussian Minister of Commerce, Herr Siering, expounding the projects, gave imposing estimates - —for example, the development of. communal power works at Oppein was I imperatively necessary, costing 50,- ’ 000,000 marks; industrial waterworks! at Zawada, costing were in- i dispensable, with a pipe line to supply water in the industrial area, cost- ! ing 150,000,000. These were necessi- ’ tated by the rearrangemeent of the frontier. Railways and roads must be rearranged and huge sums were needed, but were not specified. He proposed technical and other schocMs, colleges and exhibition halls as essential - to industrial development. The output j of the State coal mines must be doubled. State iron works must be extended, also State lead works. Estimates were not given, but a housing scheme for workers therein would absorb 35,000,000 marks. Thus, while the central Government is unable to pay reparations, the Prussian State Government seems to have plenty of money for developing State enterprices.—(‘ ‘ Times. ’ ’) BELGIAN CLAIMS. Government has decided to claim,that Germany will guarantee Treasury bonds | for the September and October reparations instalments by a gold deposit lodged in a bank acceptable to Belgium
