FOUND BY DISINTERESTED POWERS. ADEQUATE SAFEGUARDS PROVIDED. London, Oct. 13fc The League of Nations explains that the delegates from Belgium, Brazil, China and Spain decided the Silesia problem, which could not be solved by drawing a line based purely on the plebiscite or economic considerations. Therefore it was decided that there must b'e adequate safeguards against the disruption of existing economic conditions. The scheme includes impartial management of the railways, water, and electric light for a term of years and the abolition of Customs duties on such products as coal.—(A. and N.Z.) WITHDRAWAL OF MARKS. Berlin. Oct. 13. Financiers are taking steps to prevent the withdrawal of marks from Upper Silesia into Poland. It is reported that the great banks are already withdrawing all currency to prevent further depreciation of the mark if the Poles secure large quantities of Ger man notes. —(A. and N.Z.)
