MISCELLANEOUS CABLES.
The U.S. Federal Government has declared a twelve-day quarantine as a precaution against typhus, the first authenticated death from which since 1892 occurred at New York on Monday. Under this ruling Atlantic liners must remain six days in port before landing passengers. The N.S.W Parliamentary Labour Party favoured retention of proportional representation by a considerable majority. The decision needs ratification bv the Labour Conference, which last year requested a repeal of the Act. Admiral Strauss, of the American Asiatic fleet, has advised the Navy Department that two sailors of the United States cruiser Albany were slightly injured in an attack by Russians at Valdivostock on February Sth. Admiral Strauss states that the affair has no political importance. Mr J. R. Clynes was elected Leader of the Parliamentary Labour Party, vice Mr Adamson, who retired owing to ill-health. A debate disclosed the belief that the party was the only effective opposition in the present Parliament.
