THE SHANTUNG DIFFICULTY

Peking, Feb. 7

Councillor" Haw Kling, of the Chines© Foreign Office, who has just returned from Paris, has pointed out that Japan’s proposal to.open negotiations for the return of Shantung embarasses China since the refusal would endanger the Chino-Japanese good relations and cause an indefinite, restoration of the province, while acceptance would cause disturbances within China, because virtually every section of the population objects to the negotiations. He is not in favour of submission of the matter to the League of Nations because the status of the League is still indefinite. He said no reply would be made until the different Chinese provinces could be consulted on tfrpquestion.—(A. & N.Z.)
