PROVISIONAL GOVERNMENT. New York, Dec. 3. The Central News Agency publishes a despatch stating that negotiations with Russian representatives has resulted 111 the formation of an all Russian Government under the protection of the Entente anti supported by a volunteer army.—(A and N.Z.) Hague, Dec. 2. The Russian Provisional Government at Omsk telegraphed to the Dutch Government confirming the statement that the Provisional .Government had assumed all liabilities of the Russian Treasury, and that payment of interest on loans will be made when Russia is re-united.—(A. and N.Z.) BRITISH WARSHIPS AT EIBAU Berlin, Dec. 2. Twelve British destroyers have arrived at Libau.—(A. and N.Z.) SITUATION IN SOUTH RUSSIA London, Dec. 2. Advices from Berlin state that the Russian Commissiary Radek, declared that the Entente would be unable to interfere in South Russia before the spring. He hoped Germany would be Russia’s ally before then. —(A. and N.Z.) NEGOTIATIONS WITH ALLIES. LITVINOFF MAKES SUGGESTIONS. (Received 5, 10.35 a.m.) Stockholm, Dec. 3. M. Litvinoff, recently Bolshevik representative in London, in an interview, said he was empowered to represent Russia if Britain proposes negotiations. He dio not know what the Allies wanted from RussiaRussia wanted peace and was prepared t-g make concessions on all questions" except internal .matters. It was impossible for Russia to pay her debts "immediately, but a moratorium might be arranged whereby Russia would grant mining and commercial concessions and make its natural resources available —(A. and N.Z. and Reuter).
