AT KAISER’S HEADQUARTERS.

Amsterdam, Aug. 14The meeting at German headquarters includes the Kaiser, the Emperor Karl, the Bulgarian Grown Prince and members of the Polish Regency Council, leading German Ministers and army leaders. It is expected that the Polish question will bo settled ; also the question regarding Austro-Bulgarian cooperation on the West front.

The “Weser Zeitung” states authoritatively that Vice-Admira. Behnke succeeds Admiral von Capello as State Secretary at the Admiralty.—(A. and N.Z ) (Received 16, 12.40 p.m.) Zurich, Aug. 14. The Kaiser at a Headquarters conference appointed Admiral Von Bchncke to succeed Von Capelle as Naval Minister.—(A. and N.Z.)
