A message from Vienna states that the Emperor Carl has proceeded to the German main headquarters, accompanied by the Foreign Minister and the Chief of the General Staff. — (Reuter). THAT DEPRESSED FEELING. PREVALENT IN GERMANY. Ottawa, Aug. 13. _ The Ministry of information in London cables'that the German internal situation is one of great depression. The Austrians are rather pleased with the Germans now that the latter have a Piave of their own.—(A. and N.Z.)
