APPEAL COURT.

Wellington, July 22. The Chief Justice to-day delivered judgment in the case of appeal against the decision of the magistrate in the case of Emily Thomas, who was convicted and fined for keeping a house of ill-fame. The case turned on the point of the validity of the Wellington City bye-lay to control one-woman brothels. Sir Robert Stout held that the bylaw was invalid, and allowed the ■. appeal. In the case of the Wellington Harbour Board versus the Union Steam Ship Company, concerning the validity of the by-law providing for a charge of sixpence per ton harbour improvements i rate on inward transhipment of all goods, except goods the product of the Dominion, or to he shipped out of the Dominion, in so far as the by-law relates to the defendants’ ships carrving the San Francisco mails, the Chief Justice held that the by-law was ultra vires, and the defendants’ mail steamers were, exempt.
