RUSSO-JAPANESE TREATY.
OPEN DOOR POLICY TO BE MAINTAINED IN CHINA. AMERICA SUSPICIOUS. [KEPTER’s TELEGRAMS-] New York, July 8. A Tokio message says that the Russo-Japanese treaty provides that neither party shall participate m a political combination against the other in event of either’s Far Eastern rights and interests being menaced. Count Okuma (Japanese Premier), interviewed, says that Japan cannot hear of China’s political disturbances. which have upset Japanese commercial interests. Japan will maintain the Open door policy .in China. There is a full understanding with Great Britain, who welcomes the convention as endorsing the AngloJapanese Alliance. The “New York Times comments: —We need to act unless we are content to see our commercial opportunties in China pass exclusively into other hands. I Reuter learns that Great Britain has expressed satisfaction at the I Russo-Japanese treaty of alliance, ■which is regarded in every way as strengthening the Angle-Japanese | Alliance and consolidating the relations of the Allies in the Far East.
