Bulgaria Still Angling for Concessions. Her Attitude Considered Favourable.

Rome, Sept. 1

The newspapers regard the delays in the Servian reply, M. Venezelos’ declaration, and Bulgaria’s decision as favourable symptoms. There is increasing evidence that public opinion throughout the Balkins is growingly sympathetic to the Entente. The most important development is that many Bulgarian Ministers are speaking in favour of intervention. Italy, since her declaration against Turkey, has made formal promises to Bulgaria, and these ought io carry considerable weight.

Berlin, Sept. 1

Advices from Sofia show that Bulgaria has postponed the signature of the Turkish treaty,, as the Quadruple Entente declared that her signature at the present moment would be an unfriendly act. The agreement between Turkey and Bulgaria is nevertheless complete.

“ Le Figaro” says that perhaps lhe Bulgarians layout' the circulation of the report as to their agreement with I urkey, hoping that Servia. may make adequate concessions. Nevertheless it. is apparent that Bulgaria reserves the liberty to negotiate with the Quadruple Entente when Servin’s intentions are known.
