Austria Helpless until the Spring. Siege of Przemysl Begins. Rome, Sept. 22. A telegram From Petrograd states that the pursuit of the broken Austrian army and the fresh defeat inflicted during the retreat convinces the Russian headquarters that Austria will be unable to resume the offensive in Galicia until next spring. The siege of Przemysl ha-s commenced. GERMAN CONCENTRATION IN PRUSSIA. BRESLAU TO BE THE CENTRE. > Received 24, 9 a.m.) London, Sept. 23. The political situation is the cause of the concentration of eight German army corps in East Prussia. It is considered political rather than strategical because it is evident that Germany will concentrate most of her troops at Breslau, which is the key to the interior lines of communication with Prussia. Sixty Caucasians entered Ozestochow, and overpowered German patrols. They entered cafes, slew German officers, and withdrew without loss.
