The Panama Tolls Repeal Bill is exercising the minds of legislators to the exclusion -of all other pending questions. The President took the opportunity to explain, during his conferences with his Democratic opponents, that he did not seek in anyway’ to placate British sentiment. The universal • view throughout Europe was that the United States-’ attitude was wrong. The only honourable course was to rectify it. President Wilson was 'confident of ■favourable action by Congress.
