The National Executive of the Labour party deny that they issued a manifesto regarding the Leicester by election. Mr. Masterman, in a speech at Leicester, declared that it was technically inaccurate to say that t|ie executive had issued a manifesto, but the Parliamentary Labour Party's Committee had decided to condemn Mr. Hartley's candidature. Mr. Snowden. writing to the "Labour Leader." said that if the party endorser! the Labour candidature at Leicester they would jeopardise the seats of four fifths of the present Labourites, who were elected by the goodwill of the Liber als. The Labour leaders state that the decision not to fight the election w: a grave mistake.
