DUAL CONTROL UNSATISFACTORY.

Rev. Gillan, New Hebrides missionary, reiterated that the dual control of the group was unsatisfactory. The Britishers observe the law, but the majority of the French do not observe it. They continue to sell grog and firearms to the natives.
