RECIPROCITY STILL ALIVE. (Received 19, 11.0 a.m.) Ottawa. Sept. 18. Sir. W. Laurier, who is touring Northern Ontario, says reciprocity is still alive, as Canada must secure large markets and the Liberal party, despite their defeat, would persecere with the reciprocity policy, which was the best for the country’s interests. , THE CONSULAR SERVICE. Mr. Foster has consummated an agreement with Sir Edward Grey whereby the whole of the British consular service will be placed at Canada’s disposal, and thereafter Canada will develop her own service under the auspices of the British service.
