IMPROVEMENT MAINTAINED. Berlin/ Aug. 28. The Emperor’s improvement continues. The painful rheumatic swelling of the muscles of the neck and jaw has almost disappeared. HEALTH IMPROVING. (Received 29, 1.40 p.m.) Berlin, Aug. 28,. The Kaiser was able to take a fairly long walk.
