: PROPOSED PROVISIONAL I GOVERNMENT. ; London, Aug. 26. The Earl of Mayo presided over a large meeting of Unionists at Straffan .at which it was resolvea tn resist Home Rule. Mr. Ronald McNeill, M.P.. said the Unionists would shortly know the details of the constitution ly which it was proposed to' assume, i* necessary, the provisional Government of Ulster. There might be some technical illegality, but there was nothing disloyal or rebeliioils to the Crown in the Ulster Unionist mot cinent. Mr. Austin ( hambei .tin. in a letter to a correspondent, denies the rumoured disagreement with Mr. Bonar Law regarding the case of; Ulster. DEFENDERS OF ULSTER. London. Aug. 26. ; The Lord Mayor of Belfast is I forming a noi;-[>o!it ical fore? of citi-: zen volunteers between IS and 25 to which boy scouts will be transferred after the age of 18. The training will be a continuation of that of the '; boy scouts.
