THE CZAR AND IREN CH PREMIER. (Received 13. 10.15 a.m.) St. Petersburg, Aug. 12. The Czar reviewed sixty thousand troops at Krasnoesehi and afterwards entertained M. Poincare, the French Premier, at luncheon.
