ANGLO-AMERICAN NEGOTIATIONS. London, July 12. Friendly communications are passing between London and Washing-* ton concerning the bearing of the Hay-Paunceforte treaty on the Panama Canal charges. A LONG AND DIPLOMATIC STRUGGLE, (Received 13, i 1.90 a.m.) Washington, July 12. Politicians expect a lengthy diplomatic straggle as the result of the British objections to the Panama Canal proposals. Already the Americans are talking of referring the question to the Hague Tibunal.
