Sir Rufus Isaacs said that if Symon, who was in charge of the DuffGordon boat, had returned he would have saved many. There was no explanation of his conduct, except that he was afraid he would be swamped. Sir Rufus Isaacs defended the Board of Trade for not requiring increased boats for vessels over 10,000 tons on the ground that it was more important to provide efficient watertight compartments than complete boat accommodation.
