NAPIER BOROUGH COUNCIL.

Following the special meeting convened in connection wth the mnncipal loans, the council transact: <i the ordinary business. TJis Worship the Mayor (Mr. J. Vigor Brown, M.P.) presided, and the following members were also present: —Crs. W. Plowman, GrO. E. Crowley, T. F. Taylor, M. T’-es-ton, IV. A. Smith and W. J. McGrath.

CORRESPONDENCE. The Hawke’s Bay 7 County- Council wrote informing the Borough Council that the chairman of the for.; er body 7 and Cr. Clark had met the Mayor and discussed the question cf acquiring eighteen acres of land at Miaraetava for a park. The Commissioner of Crown Lands stated that the cost would be £4OO, and befcre Government would acquire it the parties interested would requ’re to contribute half the cost. The. County Council committee were to recommend that their own body pay £lOO if the Borough Council, Sailing Club and other interested par tes would contribute the same amount. Council to contribute £5O and ark the Napier South Town Board ro contribute £25. If the latter bo ’y accedes to the request the council would make up the balance of the £lOO.

The Municipal Association of New Zealand intimated that the Municipal Conference would take nl ■ < it Wellington on 29th prox.—Received.

Thompson and Payne requested permission to lay an electric line tin dor Dickens street.—Referred to the Tramways Committee, and a report to be asked for from the Engineer. The Sun Insurance Company wrote requesting the insurances (r> corporation new building for Dr. Bernau’s residence. —To be infonnau that these questions were a’w.-.- s settled by ballot. Dr. T. C. Moore asked the cc uncn to erect a fence between his pro perty and the new theatre. —Reterr ed the solicitors to ascertain legal position of council and on receipt i f which matter to be referred tc Theatre Committee with power to act.

Dr. R. J. Johnston intimated tbid he was net prepared to avail himsek of the council’s offer to lease to Iran the property now occupied by Dr. Bernau, as he considered the retd a: excessive.-—Received.

Napier Musical and Elocutionary Competitions Society asked for annual subsidy for their festival to bi held in August, and drew attend on to the excellence of their syllabus. —The usual grant of £25 given. Secretary of Taradale, Gr?r-n meadows and Napier Tramw.n League asked that delegates be ?Py pointed to attend a meeting of Joe.! bodies interested to discuss a scheme and route for tramway service.--Cr*-. Crowley and Smith to act as delegates. The Guardian Assurance Company quoted to cover council’s liability ro the public under Workers’ Compensation Act. The Hawke’s Bay Football Association asked, seeing that they h. been granted free use of McLean Park, whether the Northern Union Football Association had power to enforce an admission charge on players and supporters of the association game entering park to witness thenown game.' —Players only 7 to rece ve passes and names of such to Le handed in to proper authority. Sainsbury, Logan and Williams forwarded five special orders to be passed by the council for the purpose of altering the dates of payment of the special rates on loans. — Letter received.

Sainsbury, Logan and Wiliams enclosed copy of statement of accounts in connection with McLean Park from the. trustees.—Letter received.

Sainsbury, Logan and vVilliams forwarded draft conditions of leasing of Meanee Domain.—Referred to Domains Committee.

The Borough Engineer enclosed specifications for reinforced slabs for covering street channels.— Received, and Engineer to obtain prices. The Borough Engineer, in reply- to a request to report upon extra loan for dramage, referred the council to his reports of the 15th and 23rd April, as nothing further had transpired to suggest any alteration m h.s original estimates. —Letter rcce’ved. The Town Clerk reported that rhe Standard Fire and Marine Insurance Company had been successful in tl e ballot for the accident insurance and that no tenders were to hard for tl e lease of the tearooms at the oaths. -- Report received. A.' Dyett, engineer pumping station, reported that the pumping plant at the baths required a light overhaul. The plant was, however, wqi-king satisfactorily.—Report received and Mr. Dyett be asked to carry out the necessary, overnaul. Father O’Sullivan ‘ntimated that the church authorities were prepared to hand over to council a strip i f land in Chapel street on condition that the council re-erect stone wall, etc.—Deferred.

Twelve taxi cab proprietors and drivers urged that a table i t fares for taxi cabs be compiled for borough area. —Roads Committee and Mr. Henderson to report.

Thirty-eight ratepayers and residents in Wellesley road drew at'ention to the urgent need of. improvement to Wellesley road (north end). —Engineer to report as to cost, and residents whose fences are out of line to be requested to have them brought into line. Coronation Hall, Port Ahuriri.Messrs. Haywards and Mr. Kogers tendered for the use of the hall, and the matter w 7 as referred to Theatre Committee with power to act, an instruction to be issued to the effect that no skating be allow-cd.

DEPUTY MAYOR

As Cr. W. Plowman has not as yet been formally re-appointed DeputyMavor, he was, on the motion of the Mayor unanimously re-elected to that office.

RECOMMENDATIONS OF COM-

MITTEES

Thc following recommendations were adopted:— From Road, Lighting and Abattoir Committee recommending as follows :—

That in view of the refuse destructor being erected at an curly date no alteration be made m the supervision of the stables at the present time. That in reference to the petition asking that two lamps be erected on Battery road the matter be he’d aver in view of the electric light system being installed. From Parks, Cemetery and Fire Brigade Committee recommending as follows: —

That the application of the Spit Fire Brigade for an extension of the water mains in Outram street ard Hyderabad and Hardinge roads be held over for the present. From Baths and Waterworks Committee recommending That J. Corry be granted a remission of 29 per cent, of his water rates for the half year ended 31st December, 1911.

That the Public Works Department, Napier, be charged the sum of £2lO - for water consumed fo--the half year ended 3lst December. 1911.

That the specifications drawn by the Borough Engineer for the waterworks plant be approved and adopted by the council. That in regard to Mr. J. Berry's application fcr an increase in b ; s wases from 9- to 12- per day whilst in temporary charge of thw pumping station, it is recommended that his wages be now increased to 10 - per day and that he shall when required take temporary chare' without any further increase in bis wages.

Mr. John Henderson renorted o i naynicnts made to Mr. Painter, i borough employee, when off dlitv owing to sickness. —Adopted.
