DEVOLUTION A NATURAL SEQUENCE. [PRESS ASSOCIATION COPYRIGHT.] London, May 7. In the House of Commons the Rt. Hon. J. Campbell (Dublin University) described,the organised terrorism in Clare, Galway, and Roscommon. Sir Rufus Isaacs recalled the Tory flirtation with Federal Home Rule in the autumn of 1910, apd asked the Opposition leaders to state whether they approved of the incitement to civil war. Mr. Delvin denied the possibility of religious persecution in Ireland. A NECESSARY SEQUENCE. London, May 7. Mr. Asquith, replying to a deputation of Scotch Liberal Commoners, said that the Government regarded devolution as a necessary sequence of their Irish policy and would not let the grass grow under their feet.
