YUAN-SHIH-KAI’S POLICY
Peking, April 30.
Yuan-shih-kai, addressing the Advisory Council, emphasised the necessity of strengthening the relations with foreign nations, the reform of land taxation, mining regulations, and currency, the introducion of uniform weights and measures, and the employment of foreign experts to deal with finance and agriculture. The Government were negotiating with the Powers for an increase of customs, also for the reduction of export duties and the abolition of lik'in.
