HOSPITAL BOARD
The Hospital and Charitable Aid Board met in the Napier Borough Council Chambers at 2.30 yesterday. Present: Messrs. Shrimpton (chair), Macdonald, Crosse, Cranby, Garnett, Ormond, and Chambers.
Leave of absence was granted to Messrs. Taylor, Large, and Miller. Dr. Gilray was in attendance. The visiting committee reported everything satisfactory at the hospital. WAIROA ADJUSTMENT. The committee reported :—The delegates appointed by the Wairoa Board to deal with the adjustment of accounts between the two boards asked on what terms the Hawke’s Bay Board would—(1) Undertake the whole responsibility of a Hospital Board in that portion of the W airoa County lying between the Waikare river and the Hawke’s BayWairoa County boundary; (2) Consent to the. Hawke’s Bay Board’s Sanitary Inspector undertaking the duties of the Wairoa Board under the Public Health Act. Recommended : That the Hawke’s Bay Board undertake the duties as defined in question 1 for one-seventh of the total levy made by the Wairoa Board over the Wairoa County with subsidy added with a minimum of £250 in any one year.
(2). That the Sanitary Inspector’s scrvices.be given on condition that the Wairoa Beard .pay the amount cf his salary tor the periods of his vis-ts and total expenses incurred on their behalf. Such salary and expenses to be handed over to the Inspector in addition to his usual salary. Visits to be made only when requested by the Wairoa Board, and when circumstances permit of his convenient release from duty in the Hawke’s Bay district.
That in adjusting and determining what part of the property and liabilities of the Hawke’s Bay Hospital and Charitable Aid Board shall become the .property and liabilities of the Wairoa Hospital and Charitable Aid Board, it is agreed that the, Wairoa Board shall receive from the Hawke’s Bay Board a refund of the proportion of levies received from the Wairoa County Council and Wairoa Borough Council during the current financial year, with Government subsidies added; estimated for the period from 3rd December, 1911, to 31st March, 1912, less the amounts paid by the Hawke’s Bay Board since 3rd Deeeriiber, 1911, on behalf of the Wairoa Board at their request, and a proportion of general expenses from 3rd December, 1911, to 31st March, 1912, and the joint boards request that an OrcTer-in-Council be issued giving effect to the same.—Adopted. RESIDENT MEDICAL OFFICER’S REPORT. Number of patients in hospital on S9th February, 34M. 29F, total 63 ; admitted during the mend, 46M, 30F, total 76; discharged 28M 15F, total 43 ; died SM, 2F, total 7 ; remaining in hospital 31st March, 47M, 42F, total 89. Included in the above are the following cases of infectious =-.:id contagious diseases :—Scarlet fever, admitted 6, discharged 0, died 0, remaining 8; enteric fever,"admitted 1, discharged 1, died 0, remaining 1 ; phthisis, admitted 2. discharged 1, died 1, remaining 3. Thirty-seven operations were performed during the month. Out-patients’ department.—N umber treated during the month 30 : number of visits during the month 37. —Adopted. . MATRON’S REPORT. I am forwarding an application with copies cf testimonials from Miss Kirkham who is the only applicant for the position of “Sister” on cur staff. I beg to suggest that we manage as we are now doing, with a senior nurse in charge of one of the wards, until after the examinations in June, when no doubt one will be available for the position of charge nurse. Probationer West commenced duties on 24th March, and Probationer Person on 3rd April. Nurses Sheridan and Hooker are on holiday leave, Nurse Murray returned on 28th April. Wc have to thank Canon Tuke and Mr. Sim for donations of Magazines for the patients.— Adopted. ENGINEER’S REPORT. The engineer reported that the machinery and electric plant are in good working order. SANITARY INSPECTOR’S REPORT. The incidence of infectious diseases throughout the district has been as follows :—Napier Borough : Scarlet fever, 1 ; tuberculosis, 2. Hawke’s Bay County : Scarlet fever, 2 ; tuberculosis, 2 ; enteric fever, 3. Hastings Borough: Scarlet fever, 4 (in two households). Waipawa Borough: Tuberculosis, 1. Deaths from infectious disease (tuberculosis), 1. Patients removed to Hospital suffering from infectious disease, 11. (All removed to Napier Hospital). Premises disinfected, 12. FINANCE COMMITTEE’S REPORT. Vouchers. —Intermediate payments amounting to £64/16/2 were made, and the approval of the board is recommended. March accounts, amounting to £1397/6/11 were examined, and payment is recommended. Junior Clerk.—Ths appointment of Percy R. Symrk, at a salary of £45/10/-, with increase to £54/10/- m six months, is recommended for approval. Charitable Aid.—This committee recommend that rations as required be granted to two Hastings residents, and that an allowance of £1 per month be made to one of the applicants. FINANCE DURING MARCH. Government subsidy received in March, £2698/9/5 ; hospital fees collected in March. unclaimed subsidy, £B4B/4/5 ; ordinary account: Cr. balance £5245/10/8, cash in hand £651/3'9; building account —overdraft, £3OOO. GENERAL. The Sanitary Inspector wrote sug gesting that the smaller local bodies in the district be induced to delegate their powers regarding sanitation, etc., to the board.—Left to the chairman.
Messrs. Chambers and Miller were appointed a visiting committee for the next three months.
Messrs. Cranby, Miller, and Shrimpton were re-appointed to the Park Island Board. Outdoor rations for March were 826, as against 716 in February.

Speaking of Hospital Saturday Mr. Shrimpton proposed a vote of thanks to Mr. Cranby for the use of his office for work during the day. Mr. Cranby spoke warmly of the good work done by Mrs. Moeller. He thought she deserved a special letter of thanks. Ever since she had been in the hotel she had assisted heartily and was responsible for £5OO or £6OO being brought into the institution. He would like to see her made a life member if the by-laws would permit. The Chairman expressed his appreciation of Mrs. Moeller’s work, but did not think the by-laws provided for such action. He suggested that the by-laws might be amended to provide for such cases.
Air. Cranby moved in that direction. Mr. Macdonald seconded and the motion was carried.
Vouchers amounting to £1397/6/11 and intermediate payments of £64 16/2 were passed for payment and the board rose.
