PROGRESS OF EVENTS. Nanking, April 15. Yuan-shih-kai has entrusted Huanghoiang yvith the restoration ot civil and military affairs. The President’s action is interpreted io mean that he dues not desire to risk a rapture with the south, and also as a tacit acknowledgement that the southern authorities are not prepared to dissolve their military organisation. Tn all 300 were, killed in the mutiny. Martial law has been established. Several Ministers refused portfolios. The revolutionary members of the Government are reluctant to proceed to Pekin. Chang-hsan. ex-imperialist commander in Southern Shantung, has recruited I t,OOO men. and refuses to deliver a million dollars’ worth of British rolling stock unless guaranteed that the railway yvill not be used to transport Republican troops.
