YUAN-SHI-KHAI’S AUTHORITY. (Received 14, 10.25 p.m.) Tokoi, March 13. The Powers have accepted the Japanese proposal + o recognise Yuan-shi-khai with Russian reservation in Mongolia. GOVERNMENT FORCES DEFEATED. Pekin, March 13. General Sheng-y tin’s Kausu army, 10,000 strong, defeated the Government forces. Sheng-yun says he is coming to restore the Emperor. Yuan-shi-kai has sent envoys to explain.
