Roosevelt's announcement did not arouse the enthusiasm of the moderate Republicans, who are supporting Air. Taft or a neutral. Air. Roosevelt has explained to the reporters that when he gave a‘ pledge that he woidd not ;u cept a third presidential term, he only meant a third successive term. If he lost a slraightout fight for principle, he would support the Re-:> publican candidate whoever he might be. He also explained that' he favours the recall of judical deci-’ sions upon constitutional points -m the ground that if the people are’ competent to create constitutions they are competent to interpret them.
