BETWEEN CANADA AND BRITAIN. (Received 23, 8.15 a.m.) London, Feb. 22. The "Pall Mall Gazette" siates that negotiations have been opened between tbe Canadian Government and British capitalists for establishing a 24 knot service, bringing the Dominion within four days of the Motherland.
