COAL OAVNFRS PROPOSALS. [PRESS ASSOU VIION COPYRIGHT I London. Feb. 21. The English coalowners’ scheme proposes a minimum of 7 1.1 for ah normal places and 611 for oilier places. The "Daily Chronicle” states that one suggested settlement is that the minimum wage should be given a three months trial, the State bearing any extra cost to coalowners. Coalowners and miners have accepted Mr. Askwith's invitation for a separate conference with some of the members of the Cabinet. ACTIVE CONTINENTAL CO-OP-ERATION PROMISED. The executive of the International Miners’ Federation discussed sympathetic action w-ith French and Belgian delegates who promised active co-operation. PREPARING FOR THE AVORST.
