RACIALISM RAMPANT IN CIVIL SERVICE. Capetown, Feb. 16. The House of Assembly debated a resolution condemning the reorganisation of the civil service. Dr. Jameson charged the Government with not observing clauses 141, 142, and 144 of the Constitution Act, and declared that experienced men were retrenched. The mismanagement was particularly gross in Air. Hertzog’s department. General Botha denied that they were violating the constitution. He said the unrest in the service was due to changes necessitated by the union. A permanent Civil Service Commission would eventually be appointed. Mr. Jaggar described Mr. Hertzog’s department as reeking with racialism, favouritism, nepotism and jobbery. Air. Graaff denied that the Government assisted the negotiations for the amalgamation of the Royal Mail, Union and Castle lines. The negotiations for the mail contract were opened by the Royal Alail line in an auspicious manner.
