IMMIGRATION AND LAND SETTLEMENT.

Capetown, Feb. 6.

Mr. Fischer moving the second reading of the Land Settlement Bill, declared that the Government intended to extend the system of labour colonies, recognising the necessity’ of augmenting the supply’ of white labour from within and without. They also would devise facilities to enable settlers to become landowners. He proposed to expend a million annually on land settlement for five years.
