Mr. Henniker Heaton believes that soon penny-a-werd cables will be established throughout the Empire. He says there never will be a perfectly developed and unassailable Empire until we annihilate the time of communication. (Receivetl 4, 10.30 a.m.) .. Fremantle, Jan. 4. Mr. Henniker Heaton declared the deferred cable concessions were made out to be a large result. The agitation for reducing concessions was amusing and illusory and merely for the benefit of millionaires. It would prove unsatisfactory to Austialia and New Zealand. He should not be satisfied till they were able to cable twelve words between England and Australia or vice versa at a shilling. It was within the range of practicability.
