RUSSIA AND AMERICA.
PROPOiSED NEW TREATIES. (Received 29, 8.40 a.m.) Washington, Dee. 28. Two treaties are likely to replace that abrogated with Russia; one relates purely to commerce, the second to matters of citizenship, including the treatment of the Jewish question. Negotiations, however, are not likely to be undertaken until September.
