NAVAL PRIZE BILL. . BRITAIN NOT PLEDGED. (Received 9, S. 15 a.m. London. Dec. 8-. In the House of Commons the Naval Prize Bill was read the third time by 1 72 to 125. Mr. Atherley Jones’ amendment was negatived by 2i2 to 115. Mr. Findlay. Sir Edward Grey and ethers again discussed th(* conversion oi' merchantman into cruisers. Sir Edward Grey declared the bill had not pledged the country tn ratify the declarations and if others hung back we could do tlic same. WELSH GOAL FOR BATTLESHIPS. (Received 9, 8.15 a.m. London. Dee. 8. The Admiralty has contracted for £s'J.oi> ntons of Welsh coal in 1912 at IB 6 above that paid in 1910.
