Japan is sending a battalion of infantry and a machine gun detachment to reinforce Tientsin and Pekin garrisons. THE CONSTITUTION ESTABLISHED. SHADES OF IMPERIAL ANCESTORS. (Received 28, 9,45 a.m.) Pekin, Nov. 27. The Imperial flags are flying throughout Pekin to show the people’s joy at the establishment of a constitution. Tlie Regent, on behalf of the Emperor, swore the oath to the shades of his Imperial Ancestors to uphold the constitution and organise a Parliament which excludes nobles. The Imperialists captured two forts near Hanyang.
