Tong Chai ( hili, editor of the Tung Wah Times, in Sydney, out' of the leading members of the Chinese Empire Reform Association, who tor yea>-s Las been sent into exile on account of his activity in the cause of reform, has received a cable from General Van. president of the Provincal Assembly at Hunan, asking him to return immediately the Republican Government is formed. It is interpreted that he will be given office on the Board of Foreign Affairs.
